Re: Transfer of City-Owned Lots to Lackawanna Housing Development Corporation (“LHDC”)
  -MOVE-IN NY Program

Dear Council President Marrano and the Honorable City Council:

On behalf of Mayor Iafallo, the undersigned requests that the City Council vote and act on the attached
ordinance at the August 17, 2026 City Council Meeting authorizing: (1) the sale of 8 City-owned lots to
the LHDC; and (2) Mayor Iafallo to execute any closing paperwork relative to the transfer.
As Your Honorable Body is aware, the City applied for, and was ultimately granted, financial assistance
through the New York State Homes and Community Renewal’s MOVE-IN NY Program. The application
was submitted with the assistance of the LHDC. In addition to the ordinance, I am also attaching a
memorandum from Director of Development Chuck Clark with additional background information and
details regarding the initiative.
To move forward with participation in the Program, the City must transfer the lots to the LHDC, who will
then ultimately transfer the lots to the eventual owners.

Thank you for your consideration of this request.

Sincerely,
ARIANNA KWIATKOWSKI, CITY ATTORNEY
A copy of the memorandum can be obtained in the Clerk’s office.

Moved by Marrano second by Anderson to receive and file, act on ordinance; have Mayor execute
closing paperwork.
