DICKSON TOWN COUNCIL JEFF PIEKAREC ENGINEERING DEPARTMENT SCOTT ROBERTSON ROBERT BREIDENSTEIN MARY SHERMAN 1/6/2026 Jeffrey Scheiber Code Enforcement Officer Town of West Seneca Re: Proposed Townhouses (1425 Orchard Park Road) Sanitary Sewer Capacity Analysis (Revised December 2025) Dear Mr. Schieber, In January 2025, the Town Board approved the discharge of sanitary sewage flow from the proposed developments at 1425 Orchard Park Road and 1130 Orchard Park Road into the Town’s existing 10” sewer main located along Orchard Park Road which is part of the Town’s Sewer District 13. At that time, the proposed average daily flow from 1425 Orchard Park Road development was calculated to be 7,040 gallons per day. This volume was based on a total of (32) 2-bedroom apartments, assuming 110 gallons per day per bedroom. PROPOSED CHANGES: The developer is now proposing to construct twenty-nine (29) 2-bedroom townhouses instead of the apartment units, which has reduced the proposed sewage flow from 7,040 gallons per day to 6,380 gallons per day, assuming 110 gallons per day per bedroom. CONCLUSION: Since the proposed sewer flow for the twenty nine, 2 bedroom townhouses is less than the previously approved apartments, I have no additional concerns with the capacity of the sewer. SEWER MITIGATION FEE Please note in July 2024 the Town increased the cost per gallon for the sewer mitigation fee from $1.20/gallon to $2.40/gallon. The original application was submitted prior to that date but the revised project for 1425 Orchard Park Road was submitted after the fee changed, so I am proposing to utilize the new fee to calculate the total amount for the revised project as follows: TOWN HALL 1250 UNION ROAD· WEST SENECA.
