TO: Honorable Town Board FROM: Jason Foote, Town Engineer DATE: February 23, 2026 SUBJECT: Town Engineer re Proposal for Sewer Model Recalibration and SSES Re-Evaluation Requested Action: Attached for your review and approval, please find the Engineering services proposal from GHD for providing engineering services for the implementation of a permanent flow monitoring program, sewer model recalibration, and re-evaluation of the existing SSES Report for the Town’s sanitary sewer system. GHD’s engineering proposal is broken into four (4) separate tasks as follows: Task 1: Flow Metering Task 2: Model Recalibration Task 3: Alternatives Analysis Task 4: Reporting As part of Task 1, GHD will install 20 flow meters, 2 level sensors at overflow weirs, and 3 rain gauges for up to 4 months. Task 2 will involve the evaluation of the flow balance, calculation of I/I metrics for multiple rain events in each sewershed, recalibration of the sanitary sewer model, and quantification of the model calibration quality. Task 3 will include the evaluation sewer system improvement alternatives that will mitigate sewer overflows. Task 4 will involve compiling the findings in a formal report. We are recommending that the Town Board approve Task 1 in the amount of $15,900, Task 2 in the amount of $149,300, Task 3 in the amount of $28,000, and Task 4 in the amount of $44,600. The costs for GHD’s engineering proposal will be paid primarily by the EPG of $100,000 and the remaining balance will be paid by the sewer budget.
