Project Understanding The Town owns and operates a sewer system with pipes ranging in size from 8 to 48 inches in diameter. Flow generally goes from the east at Transit and Leydecker Roads to an interconnection along the City of Buffalo line. Flow from Erie County Sewer District (ECSD) No. 3 enters the Town system from the southwest and ties into the main 36-inch trunkline that follows Cazenovia Creek. The northwestern portion of the Town also has some satellite sewers that are not connected to the main system and connect to the City of Buffalo and ECSD No. 1 on the north side of Cazenovia Creek. The Town has been administering a program of sewer rehabilitation with the goal of mitigating infiltration and inflow (I/I). This program has completed its eighth year, which included lining the main trunkline that follows Cazenovia Creek to the interconnection with the Buffalo Sewer Authority. It is anticipated that this work will be complete by Spring 2026. Following project completion, the Town intends to modify their approach to overflow mitigation by recalibrating the sewer model, re-prioritizing work areas, and determining if capital improvements will be more effective at mitigating overflows. GHD prepared an initial evaluation for the Town, which was presented to the NYSDEC in October 2024. This evaluation used a genetic algorithm to identify a framework for projects that are expected to mitigate overflows within the Town. The framework included lateral lining and additional I/I source reduction to address overflows upstream of West Seneca’s interconnection with the Buffalo Sewer Authority. Upsizing the sewer on Orchard Park Road was also identified as a feasible project that would have a positive effect on overflow occurrences. The NYSDEC has indicated they agree that the approach needs to be modified but suggested that there is enough uncertainty to warrant an updated model calibration based on the last calibration date.
