TO: Honorable Town Board FROM: Jason Foote, Town Engineer DATE: February 23, 2026 SUBJECT: Town Engineer re Request for Proposal for a Phase 1 Environmental Site Assessment (ESA) Requested Action: We are requesting authorization to solicit Requests for Proposals (RFPs) from qualified environmental consulting firms to complete a Phase I Environmental Site Assessment (ESA) for a vacant parcel located at 4397 Seneca Street. A Phase I Environmental Site Assessment is a preliminary, non- intrusive evaluation of a property intended to identify potential environmental concerns. The process typically includes a review of historical records, regulatory databases, aerial photographs, and prior ownership or land use information, as well as a site reconnaissance and interviews with knowledgeable parties. The purpose of the Phase I ESA is to determine whether recognized environmental conditions may be present on the parcel and whether further investigation, such as subsurface testing, may be warranted. Importantly, a Phase I ESA does not involve soil borings or sampling; rather, it serves as a due diligence tool to identify potential risks before the Town proceeds with acquisition, development, or other municipal action involving the property. Upon receipt and review of the proposals, a separate recommendation will be brought back to the Town Board for consideration and award. Please let me know if you require any additional information.
