TO: Honorable Town Board FROM: Brian Cosgrove, Chief of Police DATE: February 23, 2026 SUBJECT: Chief Cosgrove re Drone Agreement with Flock Group, Inc. Requested Action: I am requesting permission to enter into an agreement with Flock Group, Inc, of Atlanta Georgia, for a Flock Aerodome M4TD first responder drone. This contract amount is $100,000 annually, for a period of two years. It contains a 180 day opt out period, wherein the agreement may be terminated without penalty or fees. During this “trial” period, the West Seneca Police Department will determine if this technology will be a justifiable asset for law enforcement response, as well as be given time to explore external funding sources through grant funding and partnering with other public entities to affect the contract in full. If, during the “trial,” it is determined that the technology is not useful or external funding cannot be obtained, the intent will be to opt out of the contract.
