Nothing in this section shall require the Village to delay an action necessary to protect public health, safety, property or Village infrastructure. 26. NO GUARANTEE OF PERMANENCE Approval of a memorial does not guarantee that the memorial, tree, bench, plaque, or location will remain permanently in place. Applicants shall acknowledge this condition before installation. PART VII — SPECIAL CONDITIONS 27. MULTIPLE MEMORIAL REQUESTS The Village may consider the number and concentration of existing memorials when evaluating a new application. The Village may deny or defer an application where approval would result in an excessive concentration of memorials in a particular park, street, area or facility. The Village may establish limits on the number of memorials within a particular location. 28. DUPLICATIVE MEMORIALS The Village may consider whether a proposed memorial would duplicate an existing Village memorial or commemoration. The existence of another memorial shall not automatically prohibit a new memorial, but the Village may determine that an additional memorial is unnecessary or inappropriate. 29. MEMORIALS FOR ORGANIZATIONS, EVENTS OR CONTRIBUTIONS The Village Board may approve memorials recognizing organizations, events, historic occurrences or significant contributions to the Village where the subject has substantial civic, historical, cultural or community significance. Such memorials shall be evaluated under the same general principles applicable to individual memorials.
