 Citizen Participation

Michael Benson, part owner of the mobile home park on North Street came to the
meeting to let the Board members know that the owners are trying to create senior citizen
housing in the front of the park, as well as put new trailers in. He showed the Board an
illustration of how they would like to redesign the park. The park is located outside of the
Village of Springville, and in order to make these changes they need a water district, since
the wells they currently use do not have enough water for the changes they are proposing.
J. Zybert asked him how many trailers are currently occupied, since the drawing shows 40
trailers. CEO Wiedemann stated that at this time there are about that same number. G.
Marlette asked what would happen if the Village will not let them connect to the water and
sewer, and Mr. Benson said that nothing can be done unless they get a water district.
Chairman Edbauer let Mr. Benson know that the Town of Concord does not have any
control over the water department for the Village. The Board recommended that Mr.
Benson go to the next Planning Board meeting for the Village of Springville which will be
held on July 28, 2026 at 7 p.m. to discuss the project. J. Zybert asked how many senior
apartments there would be, and Mr. Benson told her between 9 and 12.
