Communications Between OCA and the City • The City responded, via the Law Department, on December 15, 2025. • The City pointed out that the data did not support OCA’s conclusion that a larger space was necessary because: • The City’s population has remained fairly constant since 2000, with an increase of less than 3% through 2024; • An examination of the New York State Court System Annual Reports for the years 2015 to 2024 also demonstrates that the caseload in Lackawanna City Court has increased a mere 6.6% from 2014; and • In fact, looking back to 2010, the Lackawanna City Court caseload actually decreased by 30.06%.
