NB:Meeting being recorded. Roll Call: Council: Muflahi, Anderson, Meegan, Surdyke, Marrano Dept. Heads: Law, Development/Marketing (E), Public Works, Public Safety, Comptroller, Recreation Hearings from Citizens: Approval of Minutes: of the regular meeting of December 15, 2025. Departmental Reports: 1. Comptroller’s Office – A/P Capital Fund Check Listing #4, dated 12/9/2025. 2. Comptroller’s Office – A/P Check Listing #17, dated 12/16/2025. Communications from the Council: 3. Council President Marrano – Requests the voting order for 2026 remain the same as previous years: 1st Ward, 2nd Ward, 3rd Ward, 4th Ward, Council President. Communications from Division/Department Heads: 4. City Clerk – Requests the City Council act on the following resolutions: Resolution #1: Council President Pro-Tempore 2026. Resolution #2: Council Meeting Dates 2026. Resolution #3: Official Newspaper of the City of Lackawanna 2026. (A) Resolution #1, whereas Chapter 3, Section 3.5 of the City Charter of the City of Lackawanna provides that the City Council may elect from its members a Council President Pro-Tempore who shall serve in the event of the Council President’s absence or disability; and be it resolved that Council Member Kevin R. Surdyke, Council member of the Fourth Ward, is hereby selected and appointed to be Council President Pro-Tempore for the year 2026. (B) Resolution #2, whereas Chapter 3, Section 3.7 of the Charter of the City of Lackawanna provides for the meeting dates of the Lackawanna City Council; and the City Council is desirous of complying with the Charter of the City of Lackawanna and Open Meetings Law of the State of New York; the City Council has established the meeting dates for 2026 as per the dates listed on the attached resolution.
