PUBLIC HEARING Minutes of Local Law 1-2026 March 10th, 2026, at 7:00pm LOCAL LAW 1-2026 A local law establishing a 12-month moratorium on Battery Energy Storage Systems facilities in the Town of Wales. Supervisor Howard called the public hearing to order at 7:00 pm at the Wales Community Center, 12345 Big Tree Road, Wales Center, NY PRESENT: Supervisor Howard Councilman Newman Councilman Gallo Councilwoman O’Connor Councilman Butcher Also present were Town Engineer, Robert Klavoon, and (7) residents whose names are on file. The Town Clerk read the Legal Notice PURPOSE OF HEARING: Supervisor Howard -This moratorium is in the best interest of the town to have our experts research these new battery energy storage systems. These options consist of large rechargeable batteries housed in self-contained units that are stored indoors. PUBLIC COMMENT Dorothy Carlone 5189 Hunters Creek Road - I have talked to our insurance agent about this, apparently the insurance agency is genuinely concerned about people using these battery storage things in their house. They have not come up with their set of rules or policies yet, because they see danger and risk. And I also talked to a gentleman who works for a solar company. He also said that they are advising people to buy solar panels from them not to use battery storage because of the inherent dangers.
