TO: Honorable Town Board
FROM: Jason Foote, Town Engineer
DATE: April 13, 2026
SUBJECT: Town Engineer re Engineering Planning Grant - Local Share
  Resolution

Requested Action: The Town of West Seneca applied for an Engineering Planning Grant
(EPG) in 2025 and was successful in receiving a grant in the amount
of $100,000. As part of the grant requirements, the Town is
responsible for a minimum 20% local share contribution toward the
project. A letter which indicated that the Town was willing to commit to
the minimum 20% local share was submitted with the original grant
application, but nothing formal was ever fully adopted.

At that time, we estimated the total project cost to be $165,000, which
would have made the Town share $65,000. However, the proposal
that the Town awarded in February 2026 to GHD was for $237,800,
which makes the Town’s share $137,800 instead of $65,000. The
local share is expected to be funded from available Sewer funds.

Therefore, we are requesting the Town pass the attached suggested
resolution at the April 13, 2026, Town Board Meeting.

RESOLUTION: WHEREAS, the Town of West Seneca previously submitted an
application to the New York State Environmental Facilities Corporation
(NYS EFC) for an Engineering Planning Grant (EPG) to complete a
sanitary sewer system evaluation, including flow monitoring, hydraulic
analysis, and development of recommendations to reduce inflow and
infiltration and improve system performance; and

WHEREAS, the Town was awarded an Engineering Planning Grant in
2025 in the amount of $100,000; and

WHEREAS, the total estimated cost of the engineering planning study
  is $237,800; and

WHEREAS, the EPG program requires a minimum local match of at
least 20% and that any project costs exceeding the grant award are
  the responsibility of the municipality;

NOW, THEREFORE, BE IT RESOLVED that the Town of West
