Village of East Aurora Water System Improvements July 2026
SEQRA Part 3 Supporting Information

  15. Impacts on Noise, Odor, and Light

15.a. The proposed action may produce sound above noise levels established by
  local regulation.

Construction activities associated with water main installation, hydrant and gate
valve replacement, and rehabilitation of existing water system facilities will
temporarily increase noise levels within the project area. Construction will
generally be limited to daytime working hours to minimize potential impacts to
nearby residences and businesses. Noise generated during construction will be
temporary and will cease upon completion of the work. The replacement
hydropneumatic booster pump station will be constructed at the existing
booster pump station site and is not expected to generate operational noise
levels that differ substantially from existing conditions or that would adversely
  affect nearby receptors.

15.d. The proposed action may result in light shining onto adjoining properties.

Existing exterior lighting at the booster pump station will be replaced as part of
the replacement hydropneumatic booster pump station. The replacement
fixtures will be downward-directed and mounted approximately 5 feet above
ground level to minimize light spill beyond the site. The nearest residential
properties are located approximately 100 feet east of the pump station.
Because the project involves replacement of lighting at an existing utility facility,
no substantial increase in nighttime lighting is anticipated. While the lighting
may be visible from adjacent properties, it is not expected to produce
substantial light trespass or adversely affect surrounding land uses. Additional
screening through the planting of trees and shrubs will be considered to further
buffer the replacement pump station building.

  16. Impacts on Human Health

16.a. The proposed action is located within 1500 feet of a school, hospital, licensed
day care center, group home, nursing home or retirement community.
Portions of the proposed water main replacement are located within 1,500 feet
of the East Aurora Union Free School District, East Aurora Preschool Center,
Duck Duck Goose Child Care Center, Absolut Care of Aurora Park, and First
Presbyterian Preschool. No work is proposed on the properties of these
facilities. Construction activities may result in temporary increases in noise and
traffic in portions of the project area; however, these effects will be limited to
the duration of construction and managed through standard construction
practices and traffic control measures. The proposed action is not expected to
result in long-term adverse impacts to these nearby sensitive receptors.
