Village of East Aurora Water System Improvements July 2026 SEQRA Part 3 Supporting Information The proposed water main replacement includes work within Hamlin Park, where two existing water mains will be replaced and connected to the existing distribution system on South Grove Street and Prospect Avenue. Construction activities within the park will be temporary and limited to the area necessary to complete the utility improvements. Upon completion of construction, disturbed areas within the park will be restored to pre-construction conditions. The proposed action will not permanently remove recreational facilities, reduce public access to Hamlin Park, or impair the park's recreational function. 12. Impacts on Critical Environmental Areas No impacts to Critical Environmental Areas were identified. There are no Critical Environmental Areas within or near the project area. 13. Impacts on Transportation 13.e. The proposed action may alter the present pattern of movement of people or goods. Water main installation will occur within the rights-of-way of multiple Village, Erie County, and State-owned roads. Temporary lane closures, traffic shifts, and minor disruptions to vehicular and pedestrian travel may occur during construction. The Village will obtain all applicable highway work permits for work within State and County rights-of-way, and traffic will be maintained in accordance with applicable permit requirements and traffic control measures. Upon completion of construction, all roadways will be restored to pre- construction conditions. The proposed project will not permanently alter roadway capacity, traffic patterns, pedestrian access, or the movement of people or goods. 14. Impacts on Energy The proposed project will not require the construction or expansion of electrical substations, transmission lines, or other energy supply infrastructure. The replacement hydropneumatic booster pump station will be constructed at the existing booster pump station site and will continue to operate using the existing electrical service. Rehabilitation of the existing water storage tanks and replacement of the water distribution system will not result in a substantial increase in energy demand. Accordingly, the proposed action is not expected to result in significant adverse impacts related to energy use. 10
