Town of Hamburg Planning Board Minutes April 1, 2026 o Member Chmura: Would it be advantageous to use a percentage of the parking spaces, i.e. 1%. o Chair Gronachan: Agrees with a percentage instead of the number of residents because it will cover commercial buildings as well as residential. o Mr. Rogers: As always, there will be a provision that allows the Planning Board to waive or modify the percentage if it is determined that more is needed. Chair Gronachan: • On a mixed-use location are the EV stations going to be available to only the residential use or is it going to be a part of the whole project or do we need to clarify? o Member Clark: Does not feel that there needs to be clarification. The way it normally works is the chargers are serviced by different companies and when a user plugs the car in and the car stops taking power the car owner gets charged a penalty for keeping it plugged in. o Member Chmura: With a percentage, it gives the charging company the ability to decide whether or not they want to dedicate it to residents or not. Mr. Rogers: • There are instances where there are changes to parking numbers due to the movement of a dumpster and it takes away parking. In those cases, they return to the Planning Board to have site plan approval amended, would we do the same for EV charging stations? o Chair Gronachan: Until this gets more established and there is precedent, yes they should have to return to the Planning Board. Attorney Gogan: • Wants to make sure that the Planning Board is aware of and following the New York State EV Make-Ready Program. 2
