Addendum (2) to the 2026 Dog Shelter Lease Agreement
Between the Town of Hamburg and the Eden Veterinary Clinic

As directed by the New York State Agriculture and Markets Law Article 26-C, veterinary
facilities providing sheltering services are now expected to meet expanded requirements relating
to intake assessments, physical examinations, vaccination timing, parasite control, behavioral
documentation, written medical protocols, staff training, and recordkeeping. These requirements
significantly increase the medical oversight, administrative workload, staffing needs, and
operational costs associated with the housing stray or municipal animals.
In order to remain compliant and continue providing these services in a medically appropriate
and sustainable manner, the following contract addendum and fee authorizations will be required
for each dog received, regardless of the duration of stay:
Requirement of Dog Control Officer at Intake
