Town of Aurora | Work Session | April 21, 2026

The following members of the Aurora Town Board met on Tuesday, April 21, 2026, at 6:30
p.m. for the purpose of holding a work session. The Board met in-person at the Aurora Municipal
Center, 575 Oakwood Avenue, East Aurora, New York.

  Present: Joseph McCann Councilmember
  Raymond M. Wrazen Councilmember
  Jessica Armbrust Councilmember
  Charles D. Snyder Supervisor

  Absent/Excused: Brigid Maloney Town Attorney

Others present: David Gunner Highway Superintendent
Donna Bodekor Senior Citizen Recreation Leader
  Stephanie Meyer Deputy Town Clerk

Supervisor Snyder opened the session at 6:30 PM with the recitation of the Pledge of
Allegiance to the Flag.

1) New Energy System:

Kevin Kruetzer from NextEra Energy presented the Municipal Energy Management
Program (MEMP) to the board. This plan proposes a fixed rate for the town’s NYSEG Electric and
National Fuel gas costs. Currently, the town has a variable rate through a co-op that changes
monthly, which is affected by a wide range of conditions and can be unpredictable. The MEMP
would also push to use as much renewable energy as possible. Mr. Kruetzer explained that current
program may not be able to handle the scale of the current need and that a fixed rate is more
budget-friendly and predictable. Talks then turned to the board having looked at different
programs in the past but always circling back to a variable rate. It was also mentioned that
NextEra Energy did purchase New Era Energy, which the town has used in the past, but was
assured that NextEra does have a different strategy.

2) Wheelchair Van Service:

Donna Bodeker from the Senior Center was present to tell the board about an opportunity
through Erie County to receive a new wheelchair accessible van for the town’s residents to use
for transport. The option was presented to keep both vans and issues of storage, maintenance,
and gas for two vehicles were discussed. The Supervisor and Councilmembers also analyzed
whether the usage of the current van deemed having both necessary. They also would like to
know if the old van would be turned back over to the county, or if it was the town’s responsibility.

3) MuniciPay – Online Tax Bill Pay:

Deputy Town Clerk Stephanie Meyer was present to educate the board about MuniciPay
and the ability for residents to pay their taxes online with the signing of a new contract. MuniciPay
is the system currently in place to take credit cards in person at the clerk’s office and this new
contract would allow residents to pay online with an ‘e-check’ for a nominal fee. There would be
no cost to the tax payer to implement the program, and while Brigid Moloney did look over the
contract and point out some concerns, Town Clerk Viger, DTC Meyer and Supervisor Snyder have
spoken with peers in other municipalities that use MuniciPay for online tax bill payment, and
confirmed it is a very low risk to the town. The Town Clerk’s office is hoping to get the contract
signed and online tax bill pay implemented by the 2026 School Tax season at the latest.
