TOWN OF ORCHARD PARK ENGINEERING DEPARTMENT S 4295 South Buffalo Street Orchard Park, New York 14127-2609 Phone: (716) 662-6425 TOWN ENGINEER Email: [email protected] WAYNE L. BIELER, PE., CFM May 6, 2026 Honorable Town Board Town of Orchard Park 4295 S. Buffalo St. Orchard Park, NY 14127 RE: Safe Streets for All (SS4A) Comprehensive Action Plan Requirements — Match Commitment Resolution Dear Board Members, With recent award of the Safe Streets for All (SS4A) grant program, the Town has been granted $120,000 through USDOT for an multimodal traffic study and action plan. A 20% match is required on the part of the recipient (equaling $30,000, for a total of $150,000), and after discussing the program further with USDOT we received confirmation that we could expand the scope of the study to encompass the whole Town rather than just a section of Abbott Rd. As such, the SS4A grant will facilitate a Town-wide intermodal traffic safety study and generate an Action Plan which we will utilize to best-fit pedestrian and multi-modal infrastructure improvements in the future. With this expanded scope, the Town will have a robust dataset and functionally appropriate blueprint to support future decision-making to best-fit the promotion of the health, safety, and welfare of our residents and visitors alike in the long-term. Therefore, | recommend that the Town Board adopt the following resolutions: WHEREAS, the Town of Orchard Park, as a matter of the Health, Safety, and Well-fare of its citizens, constituents, and visitors, endeavors to promote, create and support a safe and welcoming community for all; and WHEREAS, the occurrence of fatalities and serious injuries on or near roadways is an adverse, and unwanted, outcome to the interaction of vehicles and pedestrians in adjacent spaces. Through recognition of areas in Town which have a historically significant volume of said adverse interactions, the Town can endeavor to minimize such outcomes, with the ultimate goal of eliminating them entirely in the near future; and WHEREAS, the honorable Town Board of Orchard Park seeks to institute policies and develop infrastructure such that the occurrence of serious injuries and fatalities resulting from adverse interactions between pedestrians, cyclists, and vehicles are minimized, such that they should effectively cease to occur.
