WEST SENECA COURT ROOM TOWN BOARD PROCEEDINGS 1250 Union Road Minutes - Meeting # 2025-24 West Seneca, NY 14224 December 22, 2025 pressure needs. - Installation is straightforward, does not require permitting or property acquisition by the Town, and provides immediate improvement to in-home pressures - This option is the most practical and has the least impact on town operations - Approximate cost carried by the property owner - Summary: Based on our review, the installation of individual residential booster pumps provides the simplest, most reliable, and most practical way to improve service pressures for the homes on Cedar Ridge Drive without creating negative impacts on the surrounding water system. Councilmember Piekarec asked the following questions: - Could the town's water district could pay for the individual water boosters - Mr. Foote stated that historically, the town has not paid for these. - Will the work on Transit Road provide any benefit to Cedar Ridge Road area residents - Mr. Foote stated he does not foresee the development affecting the pressure on Cedar Ridge Drive "that much." - Were there any reported problems between Cedar Ridge Drive and the Transit Road area by the bridge - Mr. Foote explained the difference in elevation and the impact on the water pressure. - What are the costs of the options - Mr. Foote stated Option 1 is not a viable option; Option 2 $500,000 - $750,000 plus land; and Option 3 ranges from $3,000 - $6,000 installed per residence. Councilmember Robertson restated the issue to be a pressure issue, not a volume issue. Mr. Foote stated this is correct and further explained the hydraulics involved. Councilmember Piekarec asked what the standard pressure range was. Mr. Foote stated the normal operating range for a system is between 35psi - 80psi. Councilmember Breidenstein asked the following questions: - How many resident complaints have been received for the Cedar Ridge area. Mr. Foote stated approximately 3 -4 complaints. - Has ECWA indicated these are acceptable ranges and making a significant change could create system-wide issues - Mr. Foote stated this is correct and raising the pressure for one location would actually raise it for all locations. - Will the options be communicated to the affected residents - Mr. Foote stated the Engineering Department can follow up with the residents who contacted the town. Councilmember Piekarec asked if homeowners would be eligible for financial assistance to install booster pumps. Mr. Foote stated he is not aware of any assistance programs. 3.
