JUNE 15, 2026 The Regular Meeting of the Board of Trustees of the Village of Hamburg was called to order by Mayor Thomas P. Tallman at 7:05 p.m. on Monday, June 15, 2026 at the Village Hall, 100 Main Street, Hamburg, New York. PRESENT: Thomas P. Tallman Mayor Paul Gaughan Deputy Mayor Laura Hackathorn Trustee Holly Park Trustee Jeff Davis Trustee Edward J. Murphy, III Village Attorney Jason Cozza Administrator/Clerk-Treasurer Mary McKee Deputy Clerk Marc Shuttleworth Supt. of Public Works Richard Schara Police Chief Joshua Haeick Recreation Supervisor ** PUBLIC HEARING RE: LOCAL LAW #3 OF 2026 AMENDING ARTICLE 1, CHAPTER 182 REMOVAL OF WEEDS, BRUSH AND DEBRIS ** Mayor Tallman opened the public hearing at 7:06 p.m. and the Deputy Clerk read the legal notice. Village Attorney Ed Murphy explained that the proposed law is an update to the current law, modernizing language that did not match State Code. Mr. Murphy said the changes will also assist Code Enforcement when citing non-compliance with the Code. Specific changes include the inclusion of “Grass,” a specific height of 10” to comply with State Code, and also changes to the noticing provision(s). That includes additional notice requirements for Code Enforcement and subsequent procedure by both Code Enforcement and the DPW Superintendent if the violation(s) are not addressed within a certain period of time. Mayor Tallman asked 3 times if anyone wanted to speak in favor of the proposed local law. The Mayor also asked 3 times if anyone wanted to speak in opposition. Hearing nothing further, the public hearing was closed at 7:10 p.m. ** PUBLIC HEARING RE: PROPOSED ABANDONMENT/DISCONTINUATION OF A PORTION OF HAVILAND PLACE ** Mayor Tallman opened the public hearing at 7:10 p.m. and the Deputy Clerk read the legal notice. Village Attorney Ed Murphy explained that the dead-end portion of Haviland has for many years been fenced /cordoned off by different train station owners. The current owner is looking to buy a 30’ x 50’ section, which would also alleviate liability for the Village, and the Village would get a permanent easement to use the right-of-way between Pleasant and Haviland. Mr. Murphy said the Village has plowed that area for years in order have access instead of having to turn their trucks around on Haviland. They would continue to maintain that accessway in winter. Mayor Tallman asked 3 times if anyone wanted to speak in favor of the proposed abandonment. The Mayor then asked if anyone wanted to speak in opposition. Robert Sillence, 339 Pleasant Avenue, lives next door to the train station. He is not opposed to the abandonment, but questioned how they were able to put a patio on a public street. Mr. Murphy said that that particular area had been fenced in (and improved) a long time ago and the law recognizes at least 10 years, so they are now trying to go forward from here. Mr. Sillence commented that he felt the village was plowing a parking lot, noting cars park on both sides of the road. The Mayor asked 2 more times if anyone wanted to speak again the proposed abandonment. Hearing nothing further, the hearing was closed at 7:19 p.m. 4
