Be it enacted by the Board of Trustees of the Village of East Aurora as follows:
Section 1. Authority.
This local law is enacted pursuant to the Municipal Home Rule Law of the State of New York
and the police powers of the Village of East Aurora to protect and promote the health, safety, and
general welfare of the residents, businesses, and visitors of the Village.
Section 2. Legislative findings and purpose.
The purpose of this local law is to protect the residents, visitors, and businesses in the Village of
East Aurora from threatening, intimidating, coercive, physically intrusive, or obstructive
behavior associated with solicitation and panhandling.
The Board finds that aggressive solicitation may cause residents and visitors to avoid businesses
and other establishments, may interfere with the free flow of pedestrian and vehicular traffic, and
may create an unsafe or intimidating environment for persons patronizing businesses or traveling
through the Village.
Accordingly, the purpose of this article is to protect persons from aggressive, coercive and
unsafe solicitation practices c ensuring that public spaces within the Village of East Aurora
remain safe, accessible and welcoming for all.
