RE: 2544 Clinton Street – Home Leasing – West Seneca Apartments
Planning Board Submission – Additional Items for Review

Mr. Schieber:

On behalf of Home Leasing, we offer the following responses, supplemental information
and drawings based on the Site Plan Submission Review letter dated July 9th 2026.

  1. Coordinate with the New York State Department of Environmental Conservation
(NYSDEC) to determine whether any permits or approvals are required for the
proposed work within or adjacent to the Buffalo Creek streambank.
Response: Fieldwork for the wetland and stream delineation was performed on
7/22/2026. No wetlands were found on site, the delineation report is forthcoming. Top
of Stream bank was also delineated and added to the plans (shown in red on C301 and
C302). There is no work proposed below the Top of Bank, all proposed storm outlet
pipes are above the delineation limits.

  2. Provide documentation of NYSDEC's determination and obtain any required permits
or approvals prior to Planning Board approval.
Response: Wetland delineation report is forthcoming. Based on the outcome of the
delineation, we do not anticipate that any permits related to the project’s proximity to
the creek are required. A DEC SPDES permit will be obtained for the SWPPP.

  3. Revise the stormwater calculations to account for the off-site drainage area that
enters the property through the existing swale along the front of the site. Based on
field observations, it appears that a significant upstream watershed, estimated to
exceed five (5) acres, contributes runoff to the site's drainage system.
Response: The additional 5-acres of off-site drainage have been added as a
standalone drainage area to the stormwater calculations, SWPPP, and pipe sizing
worksheet. The proposed diversion drainage swale accommodates the additional
runoff without any sizing changes. The outlet pipe from the swale to Cayuga Creek has
been increased to 15”. See revised pipe sizing calculations, C301 and C302.

  4. The revised drainage analysis shall evaluate the impact of this contributing
watershed on the proposed stormwater management facilities and include any
  necessary modifications to the design.
