Response: After including the additional 5-acres of off-site drainage, the stormwater calculations were updated accordingly. The compiled revised SWPPP in is included for review. An overview of the resulting revisions: • Updated redevelopment worksheet to include the additional 5-acres which increased the required WQv for the site (Appendix C). • Treatment for the additional water quality is achieved via a new bioretention area – “Bio – 1A” to treat drainage area PS-1A. (SWPPP narrative, Appendix C, Figure A-7, Sheets C301 and C401). • The total WQv and RRv for the site are achieved through 4 bioretention areas and 1 water quality unit (Appendix C). • HydroCAD – The pre-development and post-development models were updated to include the 5-acre off-site drainage area. Bio-1A was added to the post- development model. Per Town code the calculations were checked to ensure that the post-development 25-yr storm runoff is less than the pre-development 10-year storm (SWPPP narrative, Appendix D, Appendix E) • eNOI was updated to reflect the above mentioned SWPPP revisions (Appendix B) 5. The submitted photometric plan indicates minor increases in light levels on the adjacent parcel to the west. While these increases appear to be minimal and are expected to be mitigated by existing or proposed screening, the applicant should verify that the lighting design complies with applicable Town requirements. Response: Per Town Code Section 79-2 – The design meets listed code requirements. Existing vegetation will remain along the creek on the western side of the property to provide screening, should light spillage extend to the property line (center of creek). All lights fixtures will be downward facing and dark sky compliant. 6. Additional investigation of existing utilities is required. Updated information identifying the location, size, and status of existing utilities shall be provided and incorporated into the construction plans. Response: Additional fieldwork and site investigation to location the existing mansion utilities will be performed prior to issuance of the final construction documents. The project is proposing all new utility connections for property. Existing utility connections will abandoned and/or removed as directed by the Town staff. 7. Provide additional geotechnical investigation and supporting documentation to evaluate existing soil conditions and groundwater elevations. The investigation shall demonstrate that the proposed stormwater treatment practices and underground stormwater storage system are feasible and will function as intended given the potential for a high groundwater table. Response: Acknowledged, groundwater elevation testing will be completed to verify that the proposed stormwater practices have sufficient separation. Should the results 2 Page 336 of 1174
