(3) The project's compliance with grading and drainage requirements of the Town;

The project is designed to comply with the town standards. Stormwater is designed to meet NYS
Stormwater Design Manual standards, grading and disturbance will be limited to areas as required
for installation of stormwater practices and to achieve positive drainage away from buildings/across
hardscape areas.

  (4) The project's compliance with the Town's Flood Damage Prevention Law;

The project is located partially within FEMA Zone X, with the majority of the development sitting
outside of all mapped zones. Per Town Code Section 77-12 – A floodplain development permit is not
required for development within Zone X.

  (5) The general layout and design of buildings, lighting, signage, open space and development
  features consistent with reasonable planning principles;

The proposed singular new 3-story building (60-units) along with utilizing the existing mansion for an
additional 15-units was chosen to lessen the overall footprint on the property. The existing
landscaping and stone wall are being preserved to the greatest extent possible, providing screening
of the new building and parking lot from Clinton Street. Roads and parking lots have been designed
to meet town standards and allow for proper emergency access.

  (6) The location and design of vehicular entrances/exits, including emergency access and fire
  lanes, in relation to the street system, traffic circulation and control within the site, and
  coordination of access points and circulation with adjoining properties;

The existing entrance to the property is being utilized with minor widening to allow for adequate
space for emergency vehicles. The parking lot and roadways are designed to meet NYS Fire Code
including: fire lanes for aerial apparatus access along two sides of building, fire turnarounds, a
looped parking lot, and two new private fire hydrants.

  (7) The provision and protection of pedestrian movement on the site and coordination of
  pedestrian movement on adjoining properties and the street system;

Sidewalks are provided throughout the proposed development. All sidewalks (as shown on the plans)
are ADA compliant. Sidewalk access is provided out to Clinton Street and a new segment of sidewalk
within the ROW and extends to the west to the limits of the existing guardrail, in accordance with
previous coordination with NYSDOT.

  (8) The location, design, layout and adequacy of parking, loading and stacking areas, including
  the provision of opportunities for handicapped parking;

The parking lot provides the code required 170 spaces – including 20 visitor spaces. The submitted
plans proposes 20-banked parking spaces to be constructed in the future if demand requires it. ADA
and EV spaces are provided at both buildings, adjacent to the accessible entrances for the
respective buildings.

  (9) Provision of landscaping, screening and buffers to complement development and protect
  adjacent uses and public rights-of-way from unsightliness, noise, glare and other nuisances.
  Such elements shall also be used to promote the availability of green space in nonresidential
  development and recreation space in residential development to avoid a continuous paved
  or built environment;
