The Town’s Waterlines are Lease Managed by ECWA
  What does that mean?

The Town of Boston entered into Lease-Management
Agreements with ECWA for District 1 and 2 back in 1986
  Since then:
Town: Owns the Infrastructure (pipes in the ground, water
towers, pump stations, and all related mechanical pieces).
The Town has to pay for repairs/replacements because it
owns the infrastructure.
ECWA: Operates, maintains, and ensures that the system
works. They handle tasks like pumping, monitoring flow,
repairs, and compliance with regulations. On the day to
day, they handle water main breaks. At least yearly, they
notify the town of what systems need replacement and
where the most breaks have been occurring.
Additionally, they supply the water and bill the resident
for each parcel’s individual water usage.
