Motion by Supervisor Dickson, seconded by Councilmember Sherman, that Michael Shea of West Seneca, New York be appointed Civil Officer of the Town of West Seneca effective January 1, 2026, for the purpose of service of process, etc. without remuneration from the Town. Ayes: 5 Noes: 0 Abstain: 0 Motion Carried 40. Motion by Supervisor Dickson, seconded by Councilmember Sherman, that Timothy Hourihan be reappointed to the Board of Assessment Review for a 5-year term effective January 1, 2026, for a term expiring September 30, 2030. Ayes: 5 Noes: 0 Abstain: 0 Motion Carried 41. Motion by Supervisor Dickson, seconded by Councilmember Sherman, that the members of the Board of Assessment Review be subject to the call of the Assessor, at an annual stipend of $500 each and the Chairman of the Board of Assessment Review at an annual stipend of $750, effective January 1, 2026. Ayes: 5 Noes: 0 Abstain: 0 Motion Carried 42. Motion by __________, seconded by __________, that _____________ be retained as bond counsel to the Town of West Seneca for all financing matters. Services will be performed at the fees and charges as described in the ___________ bond counsel engagement agreement, and the Supervisor is hereby authorized to complete and execute a retainer agreement with said firm for all financing matters for the Town of West Seneca. Supervisor Dickson stated Item No. 42 will be voted on at the January 26, 2026, meeting. 43. Motion by Supervisor Dickson, seconded by Councilmember Piekarec, to authorize the Supervisor to sign the grant consulting agreement with Rotella Grant Management in the amount of $30,000 a year in equal monthly installments effective January 1, 2026, through December 31, 2026. Motion by Supervisor Dickson, seconded by Councilmember Piekarec, that the following Officials and Employees not represented by the Collective Bargaining Agreement recognized by the Town of West Seneca are hereby appointed to the following positions with salaries effective January 1, 2026: Brian Cosgrove - $164,313.00 - Chief of Police William Pelow - $145,419.00 - Assistant Chief of Police Teressa Stacey - $65,752.69 - Clerk to the Town Justices Kathryn Reagan - $52,335.07 - Clerk to the Town Justices Amelia Greenan - $81,550.00 - Deputy Town Supervisor Erik Finbar - $136,700.00 (shared with Town of Lancaster) - Town Assessor Shauna Dittmar - $83,000.00 - Municipal Director of Human Resources Carly Pappas - $44,902.90 - Secretary to the Highway Superintendent 7 Page 10 of 301
