ERIE COUNTY SEWER DISTRICT NO. 3 (ECSD No. 3) BOARD OF MANAGERS MEETING M]NUTES WEDNESDAY, DECEMBER 3, 2025 SOUTHTOWNS AWTF CONFERENCE ROOM MEMBERS PRESENT: David Kaczor, Michael Kasprzyk, Jason Keding, David Millar, David Rood MEMBERS ABSENT: Jason Cozza, Vincent Vacco, Emery Wittmeyer OTHERS PRESENT: Joseph Fiegl, David Hojnacki, Kevin Kaminski ITEM NO. I _ CALL MEETING TO ORDER Chaim.ran Kaczor called the meeting to order at 8:02 a.m. ITEM NO. 2 - APPROVAL OF OCTOBER 8. 2025 MEETINGS MINUTES On a motion by Mr. Kasprzyk, seconded by Mr. Rood, the Board voted to approve the minutes of the October 8, 2025 meeting. The motion carried, 5 - 0. ITEMNO. 3 - ITEMS FROM THE PUBLIC None. ITEM NO. 4 - OLD BUSINESS a. Southtowns AWTF Expansion Proiect Mr. Fiegl discussed the recent progress ofthe Southtowns Advanced wastewater Treatment Facility (AWTF) Phase I and Phase 2 Expansion Project. Onsite work for Phase I is in a'soft' winter shutdown. The major remaining work is associated with the ORF influent piping, addressing the punch list, and final restoration. Contractors / sub-contractor staffwill be onsite in the coming weeks to complete smaller punch list items, but the rest of the work is expected to be finished in the spring. The only major concem on the punch list is associated with the new flow meter and the location of its access hatch, which does not appear conducive for future maintenance. The engineer and contractor are discussing options to address this access issue. Regarding Contract No. 8l - the Southtowns AWTF Pre-Phase 2 Electrical project - is presently in the early stage with submittal reviews. Regarding Contract No. 82 - the Southtowns AWTF Landfill Reclamation project - construction is complete, and approval for close out will likety be requested at the next Board meeting.
