ECSD No. 3 Board of Managers February I l, 2026 Meeting Minutes Page 3 of 6 b (Handout) The Board considered approval ofa resolution to closeout Contract No. 82 with Union Concrete and Construction Corporation for the Southtowns AWTF Ash Landfill Reclamation Project. The final change order for Contract No. 82 is a decrease of $305,351 .45, resulting in a final contract amount of $1,714,365.05. On a motion by Mr. Wittmeyer, seconded by Mr. Keding, the Board voted to approve the closeout of Contract No. 82. The motion carried, 7 - 0. a. Ooerational Reoort Mr. Home presented the following operational report: :l Southtowns AWF Expansion Proje.ct - Phase 1: Coordinated with the Contractor to assist with completion of Phase I punch list items. l"l Southtowns AWTF - Incinerators: Replaced gaskets in the X and Y incinerators. :) Southtowns AIITF - Scum Tank: Replaced scum tank. This work included under a 2026 Budget line item. Mr. Hojnacki presented the following collection systems report: 3 Collection System Repairs: Completed a sanitary main spot repair on Warwick Terrace in the Town of Hamburg after the line was damaged by the Erie County Water Authority. :l Collection System Maintenance: Removed a large root mass from a manhole on the 42" diameter trunk sewer at Jonden Trail in the Town of Orchard Park. b. Construction Status Reoort N - Hohl Industrial Services installed all equipment and completed punch list items for the general/mechanical contract. Closeout will be requested at the next meeting. Contract No. 74-C (Southtowns AWTF Exoansion Phase 1) - On-site work for the original contract is complete, other than some springtime restoration items. Change Order No. 2 which added large diameter piping is delayed until warmer weather. A time extension has been requested from a final completion date of March 6,2026 to July 12,2026 (128 days) for those items. The time extension is in the process ofbeing approved by the County Executive.
