TO: Honorable Town Board
FROM: Jason Foote, Town Engineer
DATE: March 9, 2026
SUBJECT: Town Engineer re Seneca Street & Ridge Road intersection
  improvements

Requested Action: As you are aware, the Town of West Seneca intends to apply for a
Transportation Alternatives Program (TAP) grant for making roadway
and pedestrian improvements along Seneca Street between Main
Street and Ridge Road. The project is estimated to cost $2,157,137 as
shown in the attached budget worksheet. If successful, the Town
would receive a grant to cover 80% of the costs with the remaining
20% covered by the Town’s local share.

The TAP grant requires that the Town complete the following items for
inclusion with the application that is due March 12, 2026:

  SEQR:

We have reviewed the project regarding the State Environmental
Quality Review (SEQR) process for the proposed roadway and
pedestrian improvement project. We believe this work shall be
considered as a Type II Action per the criteria set forth in 6NYCRR
  Part 617.5 (c) which constitutes:

  (2) “replacement, rehabilitation or reconstruction of a structure or
facility, in kind, on the same site, including upgrading buildings to meet
  building or fire codes, unless
such action meets or exceeds any of the thresholds in the section
  617.4 of this Part;”

Type II Actions are actions which have been determined to not have a
significant effect on the environment and do not require Environmental
Impact Statements or any other determination of procedure under the
provisions of SEQR. Type II actions are exempt and not subject to
review. Therefore, no further action is required for the project
  pertaining to the SEQR.

However, it would be advisable for the Board to recognize, in a formal
resolution, that the work is considered a Type II Action under SEQR.
We have enclosed a resolution for your use.
