I would ask the attorney whether this should be a resolution/policy or incorporated into the Village Code. D Department of State+1 2. I would have the attorney look particularly closely at Sections 4, 5, 16, 18, 25 and 30. Those are the places where the Village is exercising discretion over eligibility, public property, plaque content, donations and commemorations. 3. I intentionally changed the old draft's Tree Board role. Under the current Code, the Tree Board is an advisory body concerning trees; that makes it a very good technical reviewer, but I agree with you that it shouldn't be deciding whether someone's life warrants a public memorial.
