Submission of an application does not create a right to consideration by the Village Board or a right to a commemorative memorial. 8. PRELIMINARY ELIGIBILITY AND ADMINISTRATIVE SCREENING Before an application is referred for technical review or presented to the Village Board, the Village Administrator, or their designee, shall conduct a preliminary administrative screening. The purpose of the preliminary screening is to determine whether the application presents sufficient information to warrant further consideration under this policy. The Village Administrator shall consider whether: 1. The application is complete; 2. The proposed subject falls within a category that may be considered under this policy; 3. The application provides sufficient information demonstrating a substantial and meaningful connection to the Village or a meaningful contribution to the Village community; 4. The request is consistent with the purpose and intent of this policy; and 5. Additional information is reasonably necessary before the application can proceed. The Village Administrator may request additional information from the applicant before making a preliminary determination. A. Administrative Determination Following preliminary screening, the Village Administrator may: 1. Advance the application for technical review and potential consideration by the Village Board; 2. Request additional information from the applicant; 3. Defer the application pending resolution of a location, technical, operational or other issue; or 4. Close the application without referral to the Village Board where the application does not demonstrate a sufficient connection to the Village, is inconsistent with the purpose of this policy, or otherwise does not warrant further consideration.
