audit because the Town will be spending the money for Bridge NY that he
believes comes from the federal government, but this year we are paying
Kaufman Utz to do the AFR. He would like to decline the offer from Drescher &
Malecki, since he does not see why we would have to spend the money to have
the audit done. Council Member Drake believes that this is A Board decision, and
Supervisor Drozd said per what he was told by NYS it is his decision because it is
his budget. He stated that the Board can ask Town Attorney Attea to look into it.
Town Attorney Attea asked how much the audit would cost, and was told it is
usually $17,000, but if Drescher & Malecki do not do an AFR it would be
cheaper. Town Attorney Attea stated that it is worth considering having the audit
done as protection for the Supervisor and the Board so that no one can question
the decisions that have been made, and there is an outside third-party expert
evaluating the numbers. He will research who would ultimately make the
decision on whether or not to conduct the audit. Town Attorney Attea would
strongly consider the cost benefit to having anyone from the town or an outside
agency question the budget or any aspect of expenditures after having an
independent third party do an audit. Supervisor Drozd would like to see what
Town Attorney Attea discovers on this matter, as he does not believe that we can
be ready for an audit when Drescher & Malecki would like to come and do it. He
would like Kaufman Utz to get the AFR taken care of as soon as possible.
Council Member Drake wonders what the cost will be when Drescher & Malecki
has to come in next year and do an audit and they need to go over two years’
worth of information, and he feels that the Town needs an audit more this year
than ever. Supervisor Drozd said that he has talked to Kaufman Utz, and going
forward if there is an issue with a budget line it is going to be taken care of before
it gets to the Supervisor’s monthly report. Council Member Drake personally
thinks that we are on dangerous ground, because there is a lot more than just the
monthly transactions that get audited, like bank accounts, and no one has seen any
reconcilements. Supervisor Drozd would like to see what Town Attorney Attea
comes up with in regards to this matter, and stated that he will go and have a
meeting with Drescher & Malicki and discuss with them the new way that things
are being done. Town Attorney said that the matter can be discussed further, but
considering the responsibilities and fiduciary duty, and the fact that no one on the
Board except Council Member Drake has experience with audits or accounting,
he advised that the audit is done in order to protect the position that the Town
Board is taking with the budget. Supervisor Drozd will be keeping an open mind,
and having a conversation with Drescher & Malecki.

  15. There was previous discussion about the submission of mileage vouchers, and in
light of the fact that there is currently no policy in the manual (which will be
added to the new Employee Manual), as long as the submission is in the budgeted
calendar year, there is nothing wrong with paying those vouchers. It is not the
best way to do it, but there is currently no policy.

  16. Supervisor Drozd sent the Board the new Credit Card Policy.
