  2026 SPDES Permit Compliance Inspection
  Gowanda (V) WWTP
  Gowanda (V), Erie County
  SPDES Permit No. NY0032093

Dear Mayor Nephew:

On March 20, 2026, | conducted the comprehensive inspection of the Village of
Gowanda Wastewater Treatment Plant for compliance with the conditions and
limitations of its State Pollutant Discharge Elimination System (SPDES) permit.
No deficiencies were noted during the inspection and as a result, the facility is given a
Satisfactory rating.

  1. There were eight (8) effluent violations since my last inspection in March 2025;
five (5) for Percent Removal of BODs and three (3) for Fecal Coliform. Percent
removal violations are typically indicative of I/l issues; however, it may be the
result of the sample location in the influent channel. Itis recommended to take
the samples as far upstream from the new bar screens as possible to obtain a
  representative sample of the influent.

  2. Please provide a construction schedule for Phase 2 upgrades.

  3. With the ongoing upgrades at the plant, the Operation and Maintenance Plan will
need to be updated. Please keep this in mind as the upgrades progress.

  4. With Andy’s pending retirement, the treatment plant will need to maintain the
same staffing levels. Please keep me updated on the staffing of the plant.
