Village of East Aurora Water System Improvements July 2026
SEQRA Part 3 Supporting Information

Activity (GP-0-25-001), preparation of a Stormwater Pollution Prevention Plan (SWPPP), and
compliance with applicable MS4 requirements. NYSDEC also recommended implementation of
appropriate erosion and sediment control measures, coordination with the U.S. Army Corps of
Engineers regarding potential federally regulated wetlands, consideration of archaeological
sensitivity identified through CRIS, and compliance with applicable local floodplain development
  requirements.

Erie County DEP consented to the Village serving as Lead Agency and noted that any future
actions related to the project, including variances, site plan review, or special use permits, must
be referred to the County for review. Erie County DPW separately stated that it had no objection
to the Village serving as Lead Agency and that further review would commence upon receipt of
  the project design plans.

NYSDOT indicated that engineering plans will be reviewed during final design to determine
requirements for work within State highway rights-of-way and the need for a Highway Work
Permit. ECWA concurred with the Village serving as Lead Agency and noted that future review
will be required to evaluate any proposed modifications to, or interconnections with, ECWA-
owned infrastructure. NYSDOH, NYSEFC, Erie County DOH, and NYSOPRHP consented to the
Village serving as Lead Agency and did not provide additional substantive comments.

Coordinated review responses are included in Appendix A. Coordination with involved and
interested agencies will continue during project design, as appropriate.

C. DETAILED INFORMATION IN RESPONSE TO PART 2 OF SEQRA FULL EAF

The following information provides a detailed discussion of the potential impacts identified in
Part 2 of the FEAF that were listed as small or moderate to large, in support Part 3 of the FEAF.
The answers in the “No or Small Impact” column on Part 2 of the FEAF are further clarified with
an “NI” for no impact and “SI” for small impact. This document is organized according to the
question numbers in Part 2, and the additional information provided herein summarizes the
proposed actions that will be taken in order to minimize and/or mitigate each identified impact.

  1. Impacts on Land

1.a. The proposed action may involve construction on land where depth to water
table is less than 3 feet.

Based on the U.S. Department of Agriculture Natural Resources Conservation
Service (USDA-NRCS) Web Soil Survey, approximately 52 percent of the soils
mapped within the areas of proposed disturbance have a seasonal high-water
table within 3 feet of the ground surface. The proposed project will involve
approximately 9 acres of temporary ground disturbance associated with
replacement of existing water mains, hydrant and gate valve replacement, and
construction of the new hydropneumatic pump system. Temporary dewatering
