Village of East Aurora Water System Improvements July 2026
SEQRA Part 3 Supporting Information

may be required during excavation in areas of shallow groundwater and will be
conducted, if necessary, in accordance with the project Stormwater Pollution
Prevention Plan (SWPPP) and applicable permit requirements. A SWPPP will be
prepared and implemented to minimize erosion, sedimentation, and potential
impacts to groundwater and surface waters during construction. The project will
obtain coverage under the NYSDEC SPDES General Permit for Stormwater
Discharges from Construction Activity (GP 0-25-001) prior to construction.
Directional drilling will be utilized where practicable to minimize disturbance at
wetland and stream crossings, and all work will be completed in accordance
with applicable NYSDEC and USACE permit conditions. As a result, impacts
associated with construction in areas of shallow groundwater are expected to
  be temporary and minor.

1.b. The proposed action may involve construction on slopes of 15% or greater.

Areas of steeper slopes are primarily located along Mill Road, Fairlawn Drive,
and Nye Hill Road, where work will consist of replacement of existing water
mains and hydrants within existing roadway rights-of-way. A SWPPP will be
prepared and implemented to minimize erosion and sedimentation during
construction, including the use of appropriate erosion and sediment control
practices in areas of steeper slopes. Disturbed areas will be stabilized and
restored following construction. As a result, impacts associated with
construction on slopes of 15 percent or greater are expected to be temporary
  and minor.

1.f. The proposed action may result in increased erosion, whether from physical
disturbance or vegetation removal (including from treatment by herbicides).

The proposed project will involve approximately 9 acres of temporary ground
disturbance associated with water main installation, water service transfers,
hydrant and gate valve replacement, and construction of the replacement
booster pump station. Temporary increases in erosion may occur during
construction due to soil disturbance. No herbicide treatment is proposed as part
of the project. The replacement booster pump station will be constructed at the
existing booster pump station site, and no net increase in impervious surface
area is anticipated. Stormwater runoff from the project area is conveyed to
existing roadside drainage systems that ultimately discharge to Cazenovia Creek,
Tannery Brook, and their tributaries. A SWPPP will be prepared and
implemented in accordance with the NYSDEC SPDES General Permit for
Stormwater Discharges from Construction Activity. The SWPPP will include
erosion and sediment control measures and post-construction stabilization
requirements to minimize erosion and sediment transport during construction.
