Village of East Aurora Water System Improvements July 2026 SEQRA Part 3 Supporting Information measures throughout construction. Trenchless installation methods will be utilized where practicable to minimize disturbance to streams and wetlands. Where open-cut stream crossings are necessary, construction will be completed in accordance with applicable NYSDEC and USACE permit conditions to minimize sedimentation and downstream water quality impacts. The Village will obtain coverage under the NYSDEC SPDES General Permit for Stormwater Discharges from Construction Activity prior to construction. 3.h. The proposed action may cause soil erosion, or otherwise create a source of stormwater discharge that may lead to siltation or other degradation of receiving water bodies. See response to 3.d and 3.e., above. 3.i. The proposed action may affect the water quality of any water bodies within or downstream of the site of the proposed action. See response to 3.d. and 3.e., above. 4. Impacts on Groundwater 4.h. Other Impacts: Construction impacts to Principal Aquifer The project area overlies a mapped Principal Aquifer. The proposed project consists of replacement and rehabilitation of existing public water distribution infrastructure and does not include construction of new water supply wells, increased groundwater withdrawals, or wastewater discharges to groundwater. Although temporary excavation and construction activities have the potential to affect groundwater quality, standard construction practices, spill prevention measures, and erosion and sediment control practices will be implemented throughout construction. Coverage under the NYSDEC SPDES General Permit for Stormwater Discharges from Construction Activity will be obtained, and the project SWPPP will include measures to minimize the potential for groundwater contamination. Accordingly, the proposed action is not expected to result in significant adverse impacts to the principal aquifer. 5. Impacts on Flooding 5.a. The proposed action may result in development in a designated floodway. Portions of the proposed water main replacement along Sheafer Avenue, North Grove Street, Church Street, and East Fillmore Avenue cross the FEMA-mapped floodway associated with Tannery Brook. Additional portions of the project along Parkdale Avenue, Green Street, Maple Street, Hilliker Court, and Millard Fillmore Place are located within the mapped 100-year or 500-year floodplains. 5
