Village of East Aurora Water System Improvements July 2026
SEQRA Part 3 Supporting Information

The proposed water main replacements will be installed below ground within
existing roadway rights-of-way and maintained areas and will not alter existing
flood storage capacity, flood conveyance, or flood elevations. All disturbed
areas will be restored following construction, and no permanent encroachments
within the floodway are proposed. The project will be designed and constructed
in accordance with applicable local floodplain development requirements. No
new water services or system extensions are proposed as part of the project, so
no new developments in special flood hazard areas are expected.

5.b. The proposed action may result in development within a 100-year or a 500-
  year floodplain.

  See response to 5.a., above.

5.d. The proposed action may result in, or require, modification of existing
  drainage patterns.

Temporary ground disturbance will occur during replacement water main
installation and hydrant and gate valve replacement. The proposed
improvements will be constructed primarily within existing roadway rights-of-
way and maintained areas and will not substantially alter existing site grades,
drainage patterns, or stormwater conveyance systems. Stormwater runoff will
continue to be conveyed through the existing roadside drainage system to on-
and off-site surface waters. A SWPPP will be prepared and implemented during
construction to minimize erosion and sediment transport. The SWPPP will
include temporary erosion and sediment control measures and post-
construction site stabilization. Because the project does not permanently
modify existing drainage patterns or increase impervious surface area,
significant impacts to drainage are not anticipated.

  6. Impacts on Air

No air permits will be needed for the construction or operation of the project. There will
  be an increase in fossil fuel consumption by heavy machinery during construction;
however, this minor and temporary increase in vehicular emissions is not anticipated to
have any measurable impact on local air quality.

  7. Impacts on Plants and Animals

7.b. The proposed action may result in a reduction or degradation of any habitat
used by any rare, threatened or endangered species, as listed by New York
  State or the federal government.
