[DRAFT] for discussion purposes only TO: Board of Trustees of the Village of East Aurora FROM: Mayor Wochensky DATE: May 27, 2026 RE: Comprehensive Plan Vision Framework This document is intended to serve as an initial discussion framework to guide the development of a new Comprehensive Plan for the Village of East Aurora. Its purpose is to identify key values, priorities, opportunities, and challenges that should help shape the planning process before preparation of a formal Request for Proposals and selection of a consultant team. The framework is not intended to predetermine outcomes, but rather to establish a shared foundation for discussion among Village leadership, residents, stakeholders, and future planning consultants regarding the long- term future of the community and the principles that should guide future growth, investment, preservation, and decision-making. The planning process should result in a practical and actionable roadmap that supports high quality of life, environmental stewardship, economic vitality, and strong neighborhoods while maintaining the qualities that make East Aurora a special place to live, work, and visit. The Village also intends for the Comprehensive Plan to strengthen long-term implementation readiness, prioritize capital investments, and improve competitiveness for state, federal, county, and private funding opportunities related to downtown revitalization, infrastructure, sustainability, transportation, housing, and community development The Village intends for this process to be collaborative, transparent, and community-driven, with significant opportunities for public engagement throughout. The Village also recognizes the importance of coordination with the Town of Aurora, County of Erie, and regional planning efforts. As the Village of East Aurora exists entirely within the Town of Aurora, the Comprehensive Plan process
