Hamburg Town Board
Part 3 Analysis
Alumni Park Improvements
4899 Big Tree Road, Hamburg, NY 14075
8/24/2026

Based on Part 1 and Part 2 of the FEAF, information submitted by the Applicant, correspondence
received, and discussions of the Town Board, the following potentially moderate to large impacts were
identified, and have been analyzed:

Project Description and Action
See FEAF Part 1.

3. Impact on Surface Water

The project will physically disturb less than an acre, and will not require a SWPPP or a
  stormwater management area.

A survey of the property identifies the extent of wetlands as being federally jurisdictional and only
includes the extent of the Rush Creek tributary that makes up the Southern boundary of the
parcel. There are no State wetlands of any kind, jurisdictional or non-jurisdictional, on the Project
  Site.

On the FEMA FIRMETTE Map, the project site is not identified as being within the 100-year or the
500-year floodplain. A fence will be provided to buffer park users from entering or falling into the
banks of the Rush Creek tributary, and no buildings or structures are proposed within 10 feet of
  the Creek.

Information submitted and Analysis: FEAF Part 1, Site Plan, FEMA Floodplain Map

Conclusion: The project is not anticipated to have a significant impact on surface waters.

11. Impact on Open Space and Recreation

The proposed project will be constructed on Town-owned land that has been used recreationally
as a park and a playground. The Town will be improving upon this recreational resource, and will
continue to allow the land to be open for public use. Existing playground equipment will be
replaced and updated, and more public amenities, such as additional seating, public statues and
observatories, public artwork, and flag football activities will be available for continued
  recreational use.
