Information submitted and Analysis: FEAF Part 1, Proposed Site Plan Conclusion: The project is not anticipated to have a significant impact on open space and recreation. 13. Impact on Transportation The site is bounded by 20-A (Big Tree Road) to the north, Manor Lane to the west, Marilyn Drive to the south, and Parker Road to the east. Land uses within the vicinity of the project site are generally residential, recreational, and institutional, with ECC South Campus and Highmark Stadium being walking distance from the project site. Access to the site will be provided via the existing driveway along Parker Road, which is a Town road. The proposed project is for public recreational use. The area deals with traffic volume/traffic access concerns on Bills gamedays and other events that are held at Highmark Stadium. To try to mitigate these traffic impacts, the Town is planning to have shuttle service for users of Alumni Park, to reduce the amount of vehicular traffic coming in and out of Parker Road and adjoining residential streets. Parking will also be available in adjacent lots on Parker Road. The Town will continue to partner with the State DOT to evaluate traffic impacts/concerns on game days and event days on 20-A. A NYSDOT highway work permit is not needed at this time, and if any changes are made to the site plan and work would be needed in the State right of way, a highway work permit would then be required. Information submitted and Analysis: FEAF Part 1, Site Plan Conclusion: Based on the information provided above, the project is not anticipated to have a significant impact on transportation. 15. Impact on Noise, Odor, and Light The project will temporarily produce excess sound during park events and activities, primarily on Bills gamedays and on weekends. The project will need to follow Town noise ordinance, which is from 11 pm to 7 am. Any and all lighting fixtures will be dark sky complaint and directed so as to not shed light on adjacent properties. Fencing and landscaping will be provided to shield the adjoining residential neighborhood to the south of the project site which is across the Creek. The project is not anticipated to produce adverse odors. Information submitted and Analysis: FEAF Part 1, Site Plan Conclusion: The project is not anticipated to have a significant impact on noise, odor, and light. 98
