  H. Parking and Access.
  5) Off-Street Parking Requirements.
  a) Applicants shall develop a parking plan to demonstrate how it will adequately
accommodate parking demand associated with development. Applicants are
encouraged to include multiple means to reduce parking demand and associated
traffic impacts via Transportation Demand Strategies. These means include but
are not limited to shared parking arrangements and shuttle service options to off-
  site locations.
  b) Based upon an analysis of this plan, the Planning Board shall make a
recommendation to the Town Board as part of the Specia Permit approval process.
  6) Location
  a) Along a Tier 1 Street: Surface parking areas must be lined with landscaped buffers
to minimize the visual impacts of parking areas. Landscaped buffers shall be a
minimum 5-foot width and include decorative shrubs (maximum 36 inches in
height) and/or decorative grasses and a minimum of one tree for every 30 feet.
  b) Along a Tier 2 or Tier 3 Street:
  a. Surface parking. Parking areas for mixed-use and non-residential buildings must
be located to the rear or side of buildings and public spaces. When located on
the side of a building the parking areas must contain a landscape buffer
consistent with the requirements for a Tier 1 Street to minimize the visual
  impacts of the parking area.
  b. Structured parking. Structured parking facilities must be visually and structurally
integrated with buildings of other uses along Tier 2 and Tier 3 streets. At a
minimum, the façade facing a Tier 2 or Tier 3 street must be lined with
commercial or residential uses along the building length. Vehicular and
pedestrian access points are exempted from this requirement.

  7) Pedestrian Access. All parking areas must be connected via sidewalks or paths to
  adjacent streets and buildings
  8) Bicycle parking. For commercial uses, one bicycle parking space per 3,000 feet of gross
floor area must be provided. Bicycle parking shall be located and clearly designated in
  safe and convenient locations.
  I. Signs
  1) For applicable Sign regulations, see Article XXXVI.
Section 280-XYZ Uses
