Name of Action or Project: Town of Hamburg Drainage and Stormwater Management District Formation Project Location (describe and attach a general location map): Town of Hamburg Brief Description of Proposed Action (include purpose or need): The Town of Hamburg (Town) manages a drainage system which provides collection of the rainfall and snow melt runoff for Town properties and controls the quantity and quality of runoff into local, state, and federal waterways. The Town has to meet maintenance and operation needs, as well as complete capital work, to keep the system running while complying with regulations governing stormwater and operates under the NYSDEC general stormwater SPDES permit for Municipal Separate Storm Sewer System (MS4). The Town has determined it will need a dedicated sole source of funding to continue to construct, operate, and maintain sufficient stormwater infrastructure to comply with increasingly stringent permit requirements, provide sufficient capital to repair/replace aging infrastructure, and to address the effects of increasing precipitation as a result of climate change. Accordingly, the Town proposes to create a new Town-wide Drainage and Stormwater Management District (DSMD) to manage and fund the entire stormwater Name of Applicant/Sponsor: system.
