Town Board of the Town of Hamburg August 10, 2026 Meeting 4.33. Buffalo Bills NFL Stadium Economic Impact Area & Town of Hamburg CFA Zoning Updates SEQR Negative Declaration Resolution Whereas, the Hamburg Town Code contains and specifies the local laws and ordinances of the Town of Hamburg; and Whereas, in December 2023, the Town of Hamburg was awarded $126,000 on competitive basis from New York State Department of State (NYSDOS) for the development of the Buffalo Bills NFL Stadium Economic Impact Area & Town of Hamburg Zoning Update Project; and Whereas, after numerous Committee and stakeholder meetings, extensive public outreach, and agency coordination, the Town’s CFA Zoning Committee and Fisher Associates as the project consultant, have developed specific Code and zoning map revisions; and Whereas, pursuant to Municipal Home Rule Law, the Town Board is proposing to enact a local law as follows: Be it enacted by the Town Board of the Town of Hamburg, New York, that the Hamburg Town Board amends the Hamburg Town Code as follows (full copies attached): Amend Chapter 280 (Zoning) by adding a new Article, entitled “SIA - Stadium Impact Area District” Amend Article LVI McKinley Mall Area Incentives Append the “Bills Stadium Economic Impact Area Plan” to the Comprehensive Plan; and Whereas, pursuant to Municipal Home Rule Law, the Town Board is also proposing to enact a local law which proposes to amend the Town’s Zoning Map as follows: Be it enacted by the Town Board of the Town of Hamburg, New York, that the Hamburg Town Board amends the Town Zoning map as follows (as illustrated on the attached maps): Rezone SBL # 160.19-1-4.1 from R-3 to SIA Rezone SBL # 160.16-1-12 from R-3 to SIA Rezone SBL # 160.11-2-17 and 160.15-1-28 from HC to MU-1 Rezone SBL # 160.11-2-18 from NC to MU-1 Rezone the following SBL #s 160.11-2-19, 160.11-2-20, 160.11-2-21, 160.11-2-22, 160.11-2-23, 160.11-2-24, 160.11-2-25, 160.11-2-26, 160.11-2-27, 160.11-2-28, 160.11-2-29, 160.11-2-30, 160.11-2-31, 160.11-2-32, 160.15-1-20, 160.15-1-18, 160.15-1-16, 160.15-1-14, and 160.15-1- 12.2 from C-3 to MU-1 Rezone the following SBL #s: 160.15-1-24.1, 160.11-2-8.113, 160.11-2-8.12, and 160.11-2-9 from C-2 to MU-1 87
