Evaluation Procedure Submissions will not only be evaluated based on overall proposal, but on best value procurement approach. Bids will be graded on a ten (10) point scale. See rubric listed below: • 3 points – Price • 3 points – Operation of Pro Shop services • 2 points – Concession/creativity of menu • 1 point – Off season operation of concessions • 1 point – Installation and operation of vending machines year-round Proposals are to be received by the Hamburg Town Clerk no later than 11:00 a.m. (local time) on Wednesday May 13th, 2026. Late submittals will not be accepted and will be returned unopened. Award of Contract The Town of Hamburg has elected to award this contract on the basis of best value pursuant to Town Code Chapter 48. The award of this contract will be made only to the responsible bidder whose proposals shall comply with all the provisions required to render it responsive and provides the best value to the Town. The Town Board reserves the right to reject any or all proposals if, in its opinion, the best interests of the Town will, thereby, be promoted. Insurance, Legal and Agreements Specifications for license to operate the concession/snack bar and pro shop at the Town of Hamburg Ice Arena for 2026-2027, 2027-2028, with an option for 2028-2029 seasons. 1. The vendor is to file with the Town Clerk a performance bond issued by an incorporated surety company in the amount of One Thousand ($2000) Dollars. 2. The vendor shall comply with all applicable Federal, State, County and all local statutes, laws, regulations, and licensing requirements as well as an up-to-date health permit and shall maintain the property in accordance with such laws and all the regulations. 3. The vendor agrees to operate the Pro Shop and Snack Bar from 4 p.m. to 9 p.m. Monday through Friday and from 8 a.m. to 8 p.m. Saturday and Sunday, September 10th – April 10th unless the arena is closed by the Town of Hamburg. The Pro Shop and Snack Bar hours will be subject to change with the approval of the Youth, Recreation and Senior Services Department on special events such as tournaments, college and high school hockey games, open skates, etc. Hours of operation are subject to change upon successful 138
