3. Expand Community Education and Outreach on Flood Preparedness:
Create a public outreach campaign to inform residents—particularly seniors, renters,
and households near flood-prone areas—about flood risks, insurance options,
emergency alerts, and personal mitigation steps. Collaborate with community groups
to distribute materials at the library, Senior Center, farmers markets, and school events.

  Responsibility:
  • Lead Agency: Town Board
  • Support Agencies:
  • CSC Task Force
  • Code Enforcement Office/Floodplain Administrator
  • Aurora Public Library & West Falls-Colden Community Library
  • East Aurora Union Free School District
  • Local non-profits and faith-based organizations

  4. Secure funding to Enhance Emergency Management Planning:
The Town should update and enhance its emergency management, including integration
of climate hazards, evacuation protocols, sheltering strategies, and coordination with the
school system. Enhanced planning should also include an assessment of emergency
  shelter readiness.

  Responsibility:
  • Lead Agency: Town Board
  • Support Agencies:
  • Erie County Department of Homeland Security and Emergency Service
  • Fire & Police Department
  • CSC Task Force
  • Disaster Advisory Committee

  Funding Sources:
  • FEMA’s Hazard Mitigation Assistance (HMA) Grants
  • NYS Homeland Security Grant Program
  • HUD Community Development Block Grant – Disaster Recovery

  5. Establish a Community Emergency Response Team (CERT):
The Town should create a Community Emergency Response Team (CERT) to train residents
in disaster preparedness and emergency response. This volunteer-based program
empowers residents to assist emergency personnel during natural disasters, including
floods and power outages, by supporting evacuation, first aid, shelter operations, and basic
fire safety. It also builds local capacity and enhances resilience through public education
  and community-based readiness.

  • Lead Agency: Town Board
  • Support Agencies:
  • Disaster Advisory Committee
