By registering a vacant building, the owner consents to the Code Enforcement Officer inspecting the premises at reasonable times to enforce and assure compliance with applicable codes and this Local Law. d. Change in information. The owner shall notify the Town in writing of any change in the information required on the registration within 30 days of such change. 3. Registration Fees a. Initial fee. Upon registration, the owner shall pay a vacant building registration fee in an amount set from time to time by resolution of the Town Board. b. Annual renewal; escalating fees. Registration shall be renewed annually for as long as the building remains vacant, and an annual renewal fee shall be paid. The Town Board may establish escalating fees for each year as a building remains registered as vacant, to encourage timely rehabilitation, reuse, or demolition and to offset enforcement costs. c. Lien. Unpaid registration fees, along with any penalties and costs of collection, may be assessed as a lien against the property and collected in the same manner as Town taxes to the extent permitted by law. 4. Maintenance and Security Requirements a. General duty. The owner of a vacant or abandoned building shall maintain the building and its premises in a clean, safe, and sanitary condition, in compliance with the New York State Uniform Fire Prevention and Building Code, the Town Code, and all other applicable laws and regulations. b. Minimum standards. Without limiting the generality of the foregoing, owners shall: • Keep yards and lawn at or below 10 inches, sidewalks, and driveways free of trash, debris, and excessive vegetation. • Maintain the exterior of the building, including roofs, walls, doors, and windows, in weather-tight and structurally sound condition. • Secure all doors, windows, and other openings against unauthorized entry, which may include proper boarding. • Maintain gutters and downspouts to prevent water damage to adjoining properties. • Remove snow and ice and maintain walkways in a reasonably safe condition.
