o Q (Joseph Sherman): Asked if the business will remain "appointment only." o A (Mike Berger): Yes, that is the intent. o Q (Tim Hayes): Asked about addressing minor engineering questions. o A (Mike Berger): Confirmed they will address ADA compliance issues. Sidewalks will be flush, and bumper stops will be added for cars. They plan to maintain existing grade levels to avoid issues with the building's interior floor levels. • Public Comments: None. • Motion: To approve the site plan and landscaping, subject to the conditions in the Town of West Seneca Engineering Department letter dated July 9, 2026. • Recommendation: Approve with conditions • Motion by: Margaret Bebak • Seconded by: James Frick • Ayes: All • Noes: None • Abstain: None • Motion Carried SPR 2026-006: Carmina Wood Design, for site plan approval for property located at 1425 Orchard Park Road to permit the development of fa multi-unit town house development with all associated site work. • Anthony Pandolfi of Carmina Wood Design, the project engineer, presented updates since the last meeting. Additional parking has been added for the two southern six-unit buildings. "No Parking" signs will be added in front of the units. Regarding school bus service, he spoke with West Seneca Schools' transportation director. Students in grades 7- 12 will likely use the bus shelter at the front of the site, as their policy allows for a walk of up to 0.3 miles. For K-6 students, who are only required to walk up to 0.1 miles, the bus will need to enter the site to pick them up from the rear units. A turning plan was provided to and approved by the school. Attempts to get a response from the school about a walking path to the playground have been unsuccessful. The town engineer issued a letter indicating comfort with the board issuing an approval contingent on resolving minor final engineering comments. • Board Questions and Answers: o Q (Margaret Bebak): Confirmed there are 29 units, not 25. o A (Anthony Pandolfi): Correct, 29 units. o Q (Tim Hayes): Asked if the "minor" engineering comments regarding stormwater analysis would require new data collection. o A (Anthony Pandolfi): No, he believes it's a minor issue. The town wants them to account for offsite drainage in the pond calculations, but since the land already drains toward the wetlands, they can simply reroute it without needing treatment, which shouldn't require major plan changes. o Q (Eric Sailer): Asked if additional waiting areas for K-6 students will be provided, since a bus will enter the site for them. o A (Anthony Pandolfi): The plan shows one shelter by Orchard Park Road, but there are sidewalks where students can congregate in the back.
