EXPERIENCE Livingston County Water & Sewer Authority Infrastructure Improvements GRANT FUNDED Location: Livingston County, NY Client: Livingston County Completion Date: Ongoing The Livingston County Water and Sewer Authority (LCWSA) operates a sanitary sewer collection system serving residential, commercial, and industrial customers across the Towns of Groveland, Conesus, Geneseo, Livonia, and Avon, as well as the Village of Livonia. The system includes 38 pump stations and approximately 3,000 lateral connections, with pipes made of asbestos cement, vitrified clay, and PVC. Originally constructed in the late 1960s, the system has undergone multiple extensions over the past 20 years. The Lakeville Wastewater Treatment Facility (WWTF) is permitted to discharge 0.98 million gallons per day (MGD), but recent flows have exceeded this limit due to Inflow and Infiltration (I&I) within the collection system. In 2019, the New York State Department of Environmental Conservation (NYSDEC) issued a Consent Order requiring LCWSA to assess and mitigate excessive flows. To address these issues, LCWSA has implemented a comprehensive I&I reduction program, investing over $750,000 in sewer cleaning, televising investigations, manhole inspections, smoke testing, flow monitoring, and system rehabilitation projects. These improvements include upgrades to pipelines, manholes, and pump stations to enhance system efficiency and compliance. Funding for these efforts has been secured through multiple grant sources, including Consolidated Funding Applications (CFA), Wastewater Infrastructure Engineering Planning Grants (EPG), and Water and Wastewater Infrastructure Improvement Act (WIIIA) grants, supplemented by LCWSA reserve funds. These ongoing improvements are crucial to maintaining system reliability and regulatory compliance. 24 Page 94 of 301
