All-Way Stop Third Party Review: Pine Street & Girard Avenue Intersection
September 24, 2026
Page 4

The posted speed limit at the study intersection is 30 mph. However, a review of available traffic speed data
from the NYSDOT’s traffic data viewer shows that the average 85 th percentile speed (or free flow speed) is closer
to 34 mph. As such, a design speed of 35 mph is conservatively appropriate; translating to a design intersection
sight distance of 390 feet for passenger cars. Based on the results of B&L’s field analysis, it was determined that
approximately 390 feet of sight distance is provided looking to the north and 206 feet looking to the south.
Refer to Appendix C for summary field measurement figures and site photographs.

Comparatively, Erie County in their review used a design speed of 30 mph translating to a design intersection
sight distance of 335 feet for passenger cars. Their field observations of existing sight distance were
approximately 335 feet of sight distance looking to the north and 270 feet of sight distance looking to the south.

Both sight distance analyses confirmed there is a non-standard sight distance looking to the south from the
Girard Avenue approach. This limited sight distance is the result of existing embankment present on the
southwest intersection quadrant while vehicles are at stopped at the existing stop bar. During our sight visit,
vehicles were observed encroaching beyond the stop bar, into the crosswalk, prior to performing turning
movements. The available sight distance improves significantly as users move beyond the stop bar but yet not
entering the intersection in conflict with other vehicles.

We concur with Erie County’s findings that the criteria for all-way stop Warrant B is satisfied.

All-Way Stop Warrant C – Transition Control:
Warrant C is applicable where all-way stop may be installed at locations where it shall be implemented as an
interim measure to control traffic while arrangements are made for the installation of a traffic control signal.

Warrant C is not applicable and we concur that criteria for all-way stop Warrant C is not satisfied.
