Luke Wochensky, Mayor Village of East Aurora All-Way Stop Third Party Review: Pine Street & Girard Avenue Intersection September 24, 2026 Page 5 All-Way Stop Warrant D – Eight-Hour Volume (Vehicles, Pedestrians, Bicycles): Warrant D is applicable if the following volume thresholds are satisfied per the MUTCD: For a three-legged intersection, the Warrant D major-street volume is the combined volume entering from both legs of the through roadway. The minor-street volume is the total entering volume from the single terminating approach. Pedestrians and bicyclists are counted together with motor vehicles as “units” when applying these thresholds. Turning movement count data was previously collected in service of Erie County’s all-way stop engineering investigation and was utilized for this analysis. Two days of turning movement count data was collected with day 1 occurring on Tuesday June 9, 2026 and day 2 occurring Thursday June 11, 2026. The day 2 traffic volumes were generally higher compared to day 1, and therefore the higher day 2 volumes were used as inputs for this analysis. Refer to Appendix A for detailed turning movement count data. Tables 1 and 2 on the following page compare the empirical traffic volume data collected by Erie County against the Warrant D requirements. The results of this analysis determined that volumes along the mainline of Pine Street satisfy Warrant D, yet the volumes on the minor approach of Girard Avenue do not satisfy Warrant D. Speed data from the NYSDOT Traffic Data Viewer supports that the 85th percentile approach speed does not exceed 40 mph, therefore the volume warrant threshold may not be reduced to 70 percent. Refer to Appendix A for NYSDOT Traffic Data Viewer speed data. Our analysis coincides with the findings of Erie County and Warrant D is not satisfied for the study intersection.
